The Office of Budget and Finance (OBF) is the data owner for the university’s financial records as defined by UTDBP3096 – Information Security and Acceptable Use. To facilitate the OBF’s responsibilities under the policy, data access requests will be assessed with the following overarching concepts in mind. First, access will only be approved for requests that demonstrate a clear university business need and are in the best interest of UT Dallas. Second, access practices must minimize data exposure risks, particularly when there is a request to share data with external organizations. Last, data requests that provide financial information must utilize the OBF approved financial information portal. No external or other internally developed applications may be used for the presentation of financial information without express, written prior approval from the VP for OBF.
The Office of Information Technology (OIT) is the designated data custodian for data owned by OBF as defined in UTDBP3096, although authority to access or use financial data must be approved by the appropriate OBF department. The appropriate department is defined as the OBF department primarily responsible for transactions, compliance, reporting, and utilization of the records. Requests for access or use financial data must flow through the OBF even when the requestor originally contacts another campus department, school, or division. OBF reserves the right to revoke access to financial data at any time based on the concepts described above.
